Concerning applying for a commercial port access permit

To apply for a commercial port access permit, please visit the Taiwan International Ports Corporation (TIPC) Access Permit Information Website. The application process and required documents vary slightly depending on the type of permit (regular, temporary, or single entry).

The general application process is as follows:
1. Online Application:
Go to the TIPC Access Permit Information Website, enter the Access Permit Management System, and fill out and submit your application.
2. Review:
TIPC will review the application. If any documents are incomplete or do not meet the requirements, the application will be rejected or additional documents will be requested.
3. Inspection:
After TIPC’s approval, the Port Police Headquarters will also conduct an inspection.
4. Permit Collection:
Once approved, you may collect the access permit.

Different Types of Access Permits:
  • Regular Access Permit:
Applicable for personnel or vehicles that frequently enter and exit the port area over a long period, with a maximum validity of three years.
  • Temporary Access Permit:
Applicable for personnel or vehicles needing short-term access to the port area for business, official duties, or commercial matters, with a maximum validity of one month.
  • Single Entry Permit:
For those who require occasional access but have not applied for a regular or temporary permit in advance—such as visiting port agencies, conducting official business, or visiting family. This permit must be applied for onsite at the control points and is valid only for that single entry.

Taxi Application for Port Access Permit
  • Taxi operators applying for a port access permit must submit basic required documents as well as a passenger service proof document signed by the port operator, indicating the cooperation period and the number of taxis involved.
  • If the port operator applies on behalf of the taxi operator, the same passenger service proof documents must be provided.
Other Important Notes

International Routes Domestic/ Foreign national 1. To apply for Single Entry Permit:Operators in the port area must register in advance. After the seamen successfully apply by themselves, they must present their identity cards (a photocopy) at the checkpoint for scanning and record-keeping. They may enter and exit the port area only after inspection by the port police with the seamen’s book.

2. Moreover, they can apply for  Regular Access Permit or  Temporary Access Permit. (Attachment of documents shall be handled in accordance with the Notice for reference)
  alien 1. With Crew Member’s Temporary Entry Permit:
“Crew Member’s Temporary Entry Permit” issued by National Immigration Agency
and passport (or seaman’s book),etc…Entering and exiting the port area after inspection by the port police。

2. Without Crew Member’s Temporary Entry Permit,apply for Port Access Permit by Alien Resident Certificate (ARC) / Passport
 (1)to apply for Temporary Access Permit or Single Entry Permit:Assisted by operators in the port area to apply, leave a record by scanning the QR code at the checkpoint, and enter or exit the port area after inspection by the port police with identification documents.

 (2)Additionally, able to apply for Regular Access Permit. (Attachment of documents shall be handled in accordance with the Notice for reference)
Domestic Routes Domestic/ Foreign national 1. To apply for Single Entry Permit:Operators in the port area must register in advance.
